      To clarify, does the apprentice come in as an EO but is immediately promoted into HEO on joining the programme?

      The apprentice would have to pass the application process aimed to prove candidates ability to perform at HEO level. If successful during the application process the apprentice will be a HEO on starting the apprenticeship.
