If I am currently an SEO and successfully join the programme will I keep my SEO salary whilst joining the programme at the HEO grade?

For an SEO applying to a HEO role, the downgrading guidance is that if they were promoted into the higher grade before downgrading, you will be placed on the salary they would have received if they had remained in the lower grade, taking into account any pay awards. If they have not previously served in the lower grade, their salary will be the lesser of either: a reduction of 10% on their existing salary or the maximum of the lower pay range.
